South Coast Air Quality Management District (SCAQMD)

• The SCAQMD is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties
• Develops and adopts an Air Quality Management Plan, which serves as the blueprint to bring this area into overall compliance with federal and state clean air standards
• Assumed a leadership position on regulating VOCs in 1997
• Most stringent VOC regulations in the nation

• SCAQMD Rule Exemptions

  • Small Container

    Allows manufacturers to manufacture and sell coatings above maximum VOC limits if packages in containers of one quart or less and are not considered clear wood finishes

  • Grandfather

    A three-year sell-through provision allowing non-compliant products, manufactured prior to the rule’s effective date, to be sold for three additional years
