South Coast Air Quality Management District (SCAQMD)
- The SCAQMD is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties
- Develops and adopts an Air Quality Management Plan, which serves as the blueprint to bring this area into overall compliance with federal and state clean air standards
- Assumed a leadership position on regulating VOCs in 1997
- Most stringent VOC regulations in the nation
SCAQMD Rule Exemptions
Small Container
Allows manufacturers to manufacture and sell coatings above maximum VOC limits if packages in containers of one quart or less and are not considered clear wood finishes
Grandfather
A three-year sell-through provision allowing non-compliant products, manufactured prior to the rule’s effective date, to be sold for three additional years
